Screen shifted to the left

Periodically when I start my pc the screen/desktop seems to be shifted to the left and is enlarged much larger than the screen itself. This causes a portion of the left side of the windows startup screen and desktop to be hidden. The mouse seems to be able to travel off the screen to the left when this happens. My monitor specs and computer specs are below as well as my connection method and display adapter being used.
My resolution to this problem is to simply change the screen resolution to something else and hit "apply" and then change it back to my normal setting and hit apply. This does not seem to happen using any other monitor with these same settings and configuration. Seems to be consistant with this particular monitor only. This fix works but seems like a huge inconvenience to have to do this every few times I start the pc up.

There is another thread with similar problems but it seems the exact details are different than this error and is a separate issue and the two issues do not seem connected.

PC: Lenovo ThinkCentre M78 M5100 C1U (Windows 7 64bit)

Video Card: Discrete/Onboard-motherboard AMD Radeon HD 7580D RGB (Driver version: 12.105.4.700)

Monitor: Acer Model: S200HL, Version: S200HL abd, Part#: ETd50HPA01

Connection Method: RGB Cable

Does the screen look normal in the BIOS? If it does, then the problem is not with the monitor.

Have you tried the monitor on a different system, or a different monitor on that computer?

Have not tried the monitor on another desktop PC, however the problem exists with all systems we have with this configuration, and only happens with this particular monitor. Because the problem does not happen every time the machine is booted up it would be hard to test if it occurs when in the BIOS, however I will try to enter the bios every time I start the PC from now on and see if it happens during that point, however, I assume because the BIOS uses very low resolution settings and the OS uses the highest resolution settings that it will not occur. I believe the problem may lay with the fact that the PC and monitor are connected with a VGA cable rather than a DVI cable. I will try the BIOS test for now and will report back.

After reading your reply, I agree that it may be hard to see the problem in the BIOS, due to the minimal resolution it displays. Testing with a DVI cable or a different VGA cable would be a great place to start. Are you using an adapter or anything to convert the DVI signal to VGA?

No it is descrete/on board VGA attached to the motherboard of the desktop. Cable is the VGA provided with the monitor. I could also test with a different VGA cable.

Just experienced the same problem with a new type of machine. This time it is attached with VGA cable to a Lenovo laptop E430.
Also I have tested startup with the previous Lenovo desktop configuration with both the monitor turned off and also with the monitor turned on during startup of the PC and have experienced the problem both ways. I am still waiting to see if the problem will happen with the VGA cable replaced with a different cable from a different manufacturer to see if the actual cable may be the problem.

Different brand cable did not solve problem. And I need to retract previous statement about having same issue with a different computer, it was not confirmed when I was trying to see the error for myself. I have a new way of resolving the issue by pressing the menu button on the monitor and then selecting input which reselects the input type RGB which is would already be on. I would like to next try to use a cable which has DVI on one end and RGB on the other which will use a different input source on the monitor.
