E1-572 can't read chinese in installer setup

I just bought a laptop today, windows8.1 single language. everything works fine but i am having a problem in reading chinese in installer setup.

    What installer setup file are you trying to run? Did you download and install the language pack for Chinese? I assume the original Windows 8.1 language is English? If so then you can use the following steps to install different languages in Windows 8.1:

     

    1. Press the Windows key + C, or swipe in from the right edge of the screen to open your Charms.
    2. Select the Settings charm, and then click Change PC settings.
    3. Tap or click Time and language, then select Region and language.
    4. Click on Add a language.
    5. From the new window, search for the desired language.
    6. Click the new language and select the Options button.
    7. Click on Download.
