Aspire V7 582PG 6412 CPU speed stuck at 0.76 GHz even in "High Performance" Mode

So I'm using my very nice laptop, the Aspire V7 which normally is a pretty good performer.

 

However, today it started lagging a bunch while just doing simple things like streaming Youtube; the CPU would often go up to 100% according to my CORETEMP application, while the windows task manager performance tab would say just 40%. (I believe CORETEMP was just looking at one of the two cores).

 

However, I checked the clock speed and it's just at 0.76 GHz even when it's in High Performance mode where it's configured to be at the max 100% 2.3 GHz all the time.  

 

Has anyone else experienced this with Acer products? To me it seems like maybe it's more of a Windows 8 issue rather than an Acer issue.
