Slow Battery charging till 75% and Faster from 75% to 100%, Aspire 5749

I have an Acer Aspire 5749 with every thing Genuine, UN-touched regarding repairing or replacement. The battery of laptop is Lithium-ion based of 66 Watts and i bought this laptop new from market in Jan 2012. From last 2 months, battery was not charged, when ever notebook starts, the charger was pluged-in so about 3 days back, when i use laptop till 15% battery remaining i find out that battery charge rate is too slow @ 2.6 Watts/hour whereas 2 months back when i ever charge the battery, it charge @ 17 watts/hour as shown by Windows 7 battery meter.
The funny thing is battery charged @ 2.6 Wh till 75% and from 75% to 100%, the battery charge rate is @ 17 W/h as it happen in past.
Note: i mostly used my notebook with AC plug-in from 1st day of purchase of laptop and i was using my notebook on battery till 40% or 35% once in month as i heard from some one that its good to discharge & charge battery once a month for battery health. From last 2 months i rarely use this notebook.

The Battery meter had shows 17 W/h charge rate when ever i charge my battery usually from 30% ( before 2 months ) but i do not use laptop on battery in last 2 months So charge rate decreased to 2.5 Wh.

My problems are
Why charge slow @2.6 W/h till 75% and why it charge usually (Faster) after 75% charging !
Should i discharge (till 10%) and than charge the battery and repeat this 4 or 5 times !

    Batteries do wear over time and may present different charging profiles during their life.

    I would not worry if the system is still operating correctly and the battery is continuing to charge.

     

    By the way, what battery meter program is that? 

    It doesn't appear to be the standard Windows 7 meter.

    Its "Battery Care" and by the way, Windows 7 battery meter is also above in screen shot.
