So I went through the process of restoring my Acer Aspire One netbook. When it was restoring it to factory condition, I accidently moved the battery, because I wasnt locked. My computer turned off, while it was in the middle of restoring it. Now everytime I open it, Windows Error Recovery Opens. I have to options to lanch startup repair or start windows normally. The launch startup repair always directs to the windows boot manager. Starting it normally opens the window error recovery again. I've tried everything from F2 to Alt+F10, I tried re-restoring it but it doesnt work. Help.

You're going to need to perform the recovery on the system again.

I would suggest starting with the optical recovery media you created when you first got the system.

"I tried re-restoring it but it doesnt work."

I believe he tried that Tommy. Google "Hiren´s Boot CD". Follow instructions on site to create a bootable cd/dvd or usb.

This is a free, feature packed recovery disk. First thing to try when booting Hiren´s is using "mini windows XP" and from there go to "my computer" right click your drive and use the disk check option there (tick the boxes to try recovering bad sectors)

    Reboot and try re-re-recovering.

If this doesn´t work then boot back to "mini windows xp" and using the link (should be on desktop) to all the programs included on the disk, look under "storage" or might be called "drives" and try HDD scanners that will evaluate (and hopefully fix) your HDD. Mini windows XP will also allow you to gain access to the files on your disk so use this opportunity to BACKUP EVERYTHING! Worst come to worst you will have to reformat your hard drive using mini windows xp and then reinstall using recovery disk, but obviously reformatting will DELETE EVERYTHING!

Clay, another possible solution is to borrw a legal copy of your operating system and put it into the DVD drive. Reboot, and MAYBE a repair options menu will appear.
