Aspire v5 touch screen 99% cpu

This is my first post so I want to thank you for reading. Anyway I purchased an Acr v5 touch screen notebook. I'm new to Windows 8.1 but I have it now. It only has 4 gigs of ddr3 memory, isn't terrible but 8 would be better. I have no clue why this runs so slow. I have researched it, got rid of mcafee, made sure I didn't have a million start up programs running using cc cleaner. Example, ill open chrome, go to youtube and get a message from norton 99 percent cpu, or facebook wont load. I am not exagerating when I say I open a browser and it takes 10 plus seconds just to load the homepage. I really know there are knowledgable people here so any help would be more then helpful. Please keep in mind if your kind enough to respond or try to help that I am pretty knowledgable about computers and following directions. I really like this little notebook so if you could help thanks in advance. Task manager is however real confusing with win 8 ( for me )

    I'm going to need to know the specific computer model that you have, please.

     

    You uninstalled McAfee, installed Norton, Chrome, CCCleaner, etc.

     

    I would suggest restoring the system to factory defaults, after backing up any personal data.  See how it operates with the factory operating system and configuration.

     

    For Task Manager, the Processes tab is not greatly different from pervious versions, the application or process is listed on the left side, with it's CPU and Memory usage on the right.  All of the things to do in Task Manager are still available.
