Trying to restore my computer without erasing C drive. In the recovery management area, the button for "Restore Operating System and Retain User Data" button is not active. Only the button for "Completely Restore System to Factory Defaults" is active. Any ideas?

I think that you need to have a restore point to restore from.  Have you previously made a restore point?

Are you referring to restore or refresh?

"Restore" and "Restore Point" are two different things. Open file explorer and right click (long press) on "computer" then select "properties. On the left is "System Protection". Click that and then "System Restore". Follow the prompts and see if you have any restore points (usually there is at least one or two).
