Brief flash of blue LED on front panel. No beeps. Can only measure 1 x 5V rail with all power supply connectors still plugged in. Removed RAM, same

Will a power supply give one beep to indicate POST when it is disconnected from pc, or is the beep generated by the mobo?

There is no power switch externally on the ps. I read that if that is the case the PS fan should run immediately once power cord is plugged in. (I find that hard to believe because once u power down ur pc one doesn't want a fan permanently running)

Power supplies do not contain speakers, so cannot 'beep'.

Any 'beep codes' would be generated by the motherboard for error conditions during POST.

There is no power switch on the power supply.  The power supply is connected to the motherboard, which is connected to the power switch on the front of the unit.  Actuating the switch on the unit sends the appropriate signals to start the power supply.

Reseat all of your RAM, HDD, video card, recheck all connections.

If that doesn't work, we would suggest contacting technical support in your region for further assistance with this issue.
