The fan usually balances over time, as you put it out of balance with hitting it with that high pressurized air, if it works ok and there are no gpu temp hikes, then just leave it as its probably ok and there is nothing wrong.

You have probably slightly bent the gpu fan shaft with the compressed air if you directed the air straight onto the fan, with cleaning fans you only use a fine brush not compressed air, as compressed air damages the fan shafts and that is what you must have done, if its not too bad then just leave it, if it gets louder then change the gpu fan. Also if you need the exact Acer part number for this gpu fan, next time list what laptop model you have.

Most symptoms of a battery not charging is from either a blown EC chip that doesn't communicate with the battery board or a blown BQ chip or the laptops main power rail chips like a mosfet or a capacitor are shorted. All these aspects of your Acer Spin 7 Laptop 2017 which is an 8 year old laptop could have a shorted component that you need to take your laptop to an experienced tech that can pinpoint the exact problem and fix your laptop..
First try and do a hard reset and see if the EC chip and bios chip are not frozen and will reset, for a hard reset you need to take the main battery out then disconnect the bios battery plug and short its +&- pins at the mobo plug to reset CMOS, then take the ram out and leave the laptop to reset for at least 30min, then reconnect everything and if you have 2x ram modules only connect one and alternate the two modules, and see if its not a faulty ram that is causing this boot problem.
