Do it with either power sources, as the laptop works with both power, as it should turn on. But your problem is with the keyboard if the power key doesn't turn the laptop on and the keyboard needs changing.
Below is the A315-41 replacement upper case and keyboard and the power key marked in red, as this comes in a one unit and can't be split up as its riveted together, and if you try to split the upper case from the keyboard, you could damage the upper case and will not be able to replace it with just the keyboard.

To turn your Aspire A315-41 model laptop ON like you asked and if "there a way to turn it on without the power button?" you need to short the keyboard mainboard plug internally at its keyboard plug with its first two pins, as shown below, and then the laptop will turn on.
But if you changed the DC_IN port and cable and the laptop doesn't turn on, its not the DC_IN port and cable that is faulty, its the actual keyboard power key that is faulty and you need to replace the keyboard.
This is your Aspire A315-41 keyboard mainboard plug, short its two first pins on either side, usually its the right side as shown below.

Right, I assumed you could, open the back of the laptop carefully, with a proper screwdriver, avoid stripping the screws they are locked with glue and require a bit of force to unscrew. Disconnect the battery cable from the motherboard. Locate the CMOS module (with 2 twisted wires Red and Black next to the battery) and remove the coin battery. Shorten the +/- terminals inside the CMOS capsule for 2 seconds with a bended paperclip and put the coin battery back with the + sign facing up, close the CMOS capsule. Next, press the Power Button on the keyboard for 10-15 seconds after that remove the RAM module and firmly reseat it again in the slot, reconnect the battery cable to the motherboard. Close the laptop, plug-in the adapter and try to boot.

No, you disconnect the adapter before when you reset the battery with the pinhole, try again. If still no results post a Windows Battery report: Paste this in the command prompt: powercfg /batteryreport and open the report with your Edge browser, press Ctrl + P or right click and select "Print to Microsoft PDF", attach the report to your reply, type @Puraw, click on Reply or use " when you reply so I may get an alert.

Hi Proxy,
There’s no supported way to power on any Acer laptop without using the Power Button. If your Aspire A315-41 won’t boot, try resetting the embedded controller by inserting a pin into the small pinhole marked with a battery icon on the underside of the laptop. Hold it for about 5 seconds, then release and try powering on again.
