I have Aspire model XC 603 (64bit) with windows 8.1

I have been having trouble with Flash player of late & when I check, my system tells me I have Flash 32bit which I think explains why I am having problems, but when I try to download 64bit it wont allow me to.

thoughts please

Flash 64 bit is needed only on 64 bit browsers, that's why you have a 32 bit version of Flash player.

so download the 32bit version for your system.

Java is pretty much the same thing. The 32 bit version is for 32 bit browsers and the 64 bit version is for 64 bit browsers. Unless you run Java apps natively you likely don't need the 64 bit Java.
