Just bought this laptop, with Nvidia 960m 4GB, 16GB RAM and a 1TB SSD. Framerate is like 20FPS.
I can only play games like Dr. Langeskov, The Tiger etc. etc. at 20 FPS. Now I know this game is new and all, but what the hell. Steam's in game FPS counter says that I'm only reaching 20 FPS even with low settings. My laptop is a monster, why is this happening.

Probably your laptop is not switching to Nvidia card but it's using only Intel integrated card.

ok, first of all let's check your BIOS version:
press window logo key + r
type
msinfo32
check BIOS version/date string
if it's lower than 1.15 as version, please update it:
then open the nVidia control panel, you can right click on your desktop and select nvidia control panel.
once in nVdia control panel, click on Manage 3D settings, please report the selection on Preferred graphic processor.

Also give the nvidia drivers an update if available:

select your OS and download nVidia drivers.

I just updated my BIOS and downloaded that link you just posted now. I still haven't downloaded that entire list of drivers, should I download them?

Weird, games like Besiege can run at a solid 60FPS on 1080p, but that new free indie game "Dr. Langeskov, The Tiger, and The Terribly Cursed Emerald A Whirlwind Heist" is like 20FPS on the lowest settings according to Steam's ingame counter.

Probably because they can't be recognised by nVidia optimus software.
on nVidia control panel try to create a profile for that games and choose to use nVidia as main graphic card.
