CPU doesn't turn off - Aspire V17 Nitro Black Edition

Hi, everyone! 

I've decided to ask there before writing directly to Acer through Customer Self Service (moreover, my warranty SNID is assigned to the store where I've bought my laptop). I've noticed that my laptop (Acer V17 Black Edition - VN7-792G: Win10, i7-6700HQ, 16GB of RAM, SSD 256 GB, 1 TB HDD, GTX 960M) doesn't turn off. At least when I really want to turn it off. I've search the web, but I didn't see similar issue. When I Start > Shut down and then, let's say - 12 hour later, want to turn it on and then when I click Ctrl+Shift+Esc and go to Performance tab, my CPU running time still counts (I'm not sure if through the period of PC being turned off or it just keeps counting). I think it shouldn't look like that, I mean, why it won't turn off completely and then turn on again and counts from 0? Furthermore, when I click Start > Restart, CPU's running time in Performance tab starts counting from 0. I don't know why it's like that.
