Acer Aspire VX5-591G, no turbo boost in BIOS, how to enable?

I was monitoring CPU clocks in my Acer VX 15, It has an i7 7700HQ and it is stuck at base clock (2.8Ghz), I stressed it and still the same, also there is no turbo boost option in BIOS, how do I enable it?

I found the problem, set battery energy option to Balanced or high performance.
