Can't operate bluetooth headset. Getting a "Code 19" message???

Have Aspire R7-571 laptop.  I'm trying to operate a bluetooth headset.  In device mgr folder, under Bluetooth USB- I'm getting the message: Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

 

Is this referring to an external USB dongle; in which case, shouldn't the computer have the bluetooth operability buitl in?  In "settings" bluetooth does not show up?!?   If so, how can I correct this situation?

    Right click on the one getting the code and select uninstall. Then click Scan for Hardware Changes.

    If that doesn't fix it, go to Control Panel/Programs and Features , uninstall the Bluetooth driver, download and install a new driver from http://www.acer.com/ac/en/US/content/drivers
