Right click the speaker icon in Taskbar, select Sounds and change to "none" from the dropdown menu.

If you're able to login to your desktop and hearing the sound at the Windows login screen, it could be the noise of your desktop theme. Or it could be from a third party application loading on startup. First check the sound scheme. Here's how to do it:
1. Open Control Panel (Start ' Control Panel)
2. Open 'Sounds'
3. Go to the Sounds tab.
4. In the sound scheme list, select a different scheme than the one that is already selected.
5. Restart and check if you still hear the pinging noise.
If you still continue to hear the noise, try doing a clean boot. You can refer to this document for how to do a clean boot:

Thanks for all the help , what it appeared to be was if there was a key stuck on the keyboard and showed 9999999in search engines etc ...anyway cutting to the chase it was a serious virus which I couldnt get hold of despite all the software thrown at it . I decided to undertake a fresh install to factory deafult and then build up to windows 7 ultimate and all the updates .... and its been first class ... so out there it appears to be some serious malware .........
