I see many people have asked this question. The threads get very long with discussions about people's motivation for setting the Wifi default to 'off'. If there was a solution offered, I didn't see it. The motivation doesn't matter... power, air plane mode, security, or in my case, avoid triggering DHCP.
I have a D150-1165. It has a nice momentary slider switch for Wifi. After every reboot, the Wifi is on. I can slide the momentary switch to turn it off. I need the opposite behavior since DHCP hands out an extra IP address to every computer that triggers a DHCP reservation and an associated, soon-to-be-wrong, DNS record which causes delays and errors.
Ideally, we should be able to boot up with Wifi turned off, but the adapter still enabled. Then, by sliding the switch (or hitting the function key, etc.) turn on Wifi.

You can use Acer Device Fast- lane to switch off WiFi at start up, when you need the WiFi switch on.

I was able to find Launch Manager for my D150, but not Acer Device Fast-lane. From where can it be downloaded?

You could try downloading from acer support, the application is available in different models, you have to try and find one that works in your netbook.
