With external monitor connected and powered ON, right click on desktop, choose "screen resolution".
Here you will find the option to set as default the external monitor.
If you have ATI/AMD CCC installed, probably you can do the settings from it.

Right click on Desktop -> Screen Resolution-> Select the 27" monitor and select “Make this my main display”.
check if resolution is the 27" monitor native.
This is the easiest way to set it, no need of ATI/AMD CCC.
