You would think a repeat of the number 9 would indicate a keyboard issue , ..... but its not quite clear as this... I will bullet point the issues 

When starting ( not always) may be days or weeks apart) the laptop will bleep madly , and you have to undertake a forced powerdown and re-start . Do this, and its absolutley perfect 

When logging in to say aol the password box is filled with 9s ?

I click in the password box delete and put my password in and its perfect? 

I press 9 to see what it does , and there is no issue? 

I can use the laptop all day, and I dont have an issue with the keyboard or anything , its perfect ? 

the system is clean , I have run anti virus software, the updates are current,  removed any unnessary software I have een tried keyboard analysis software (to detect faults) but its clear?

Is there anything that I could do to solve this problem , its really odd 

any suggestions welcome

Try removing Acer Launch manager Application from control panel, programs and re-install after downloading from here:http://www.acer.co.uk/ac/en/GB/content/drivers

Hi thanks for reply, ..the laptop has been upgraded to windows 7 (service pack1) and the download suggested does not exist on the link suggested . any other suggestions welcome.

You need to click the Applications tab after selecting the OS.
