If you format the hard drive, you will lose MS Office, and you'll have to reinstall it again. Any operating system has to be replaced with a new one. Instead of formatting the hard disk and reinstalling a fresh operating system, you can try some troubleshooting to see if that helps. An operating system reinstall should be the last resort.
The problem that you described could be due to a number of reasons. It could be due to:
    A. An application or service running in the background.
    B. Corrupt system files.
    C. A faulty hard disk.
    D. Virus infection

You could try a few troubleshooting steps mentioned below:
    1. Do a clean boot to see if that fixes the issue.
    http://support.microsoft.com/kb/929135
    2. If the issue does not occur after a clean boot, it means some installed application is responsible. You'll have to enable all startup items one at a time,  and restart the system to find out which application is causing the issue.
    3. If the issue still persists, run the System File Checker (SFC) to check if any system files are corrupt and can be repaired.
    http://support.microsoft.com/kb/929833
    4. If the issue still persists, try running the CHKDSK command to check and repair your hard drive.
    http://windows.microsoft.com/en-in/windows-vista/check-your-hard-disk-for-errors
    5. If the system still freezes, try running a virus scan and check your system for malware. There are a bunch of excellent free tools available on the net.

    6. If none of the above solve the issue, you can now try and reinstall the operating system. But you don't have to do it manually. Acer systems usually come with a recovery partition to set the system back to factory defaults. Refer to the links below to get detailed information about the same:
