I just got a brand new Acer Aspire V5 tonight in the mail. I go to make a Windows recover on my USB drive and acer recovery management will not open. I click it and it does nothing. Tried running as admin and still does nothing. I contacted acer through chat and they said to call in 2 days to request a physical copy of windows? 

Can someone please get this program to open for me? Or is there a way to do a fresh windows install without opening it? Maybe that will solve the problem?

You can try the Windows USB recovery tool:

By the way, this is not the correct behavior about eRecovery.

Can you check the eRecovery Version?

Windows logo key + X

Program and features

Search for eRecovery, you will find the version in the last right column

There is no eRecovery in programs and features.
