Well on Saturday i bought the Acer E 15 and i was wondering if i can use this laptop while its on and the charger is plugged in?

If you're going to use it plugged in for a while, take the battery out and put it away. About once a month put it in the laptop and unplug it. Run the battery completely down, recharge it and put it away again. Just know, You will lose anything you're working on that's not saved if the power goes out or the laptop gets unplugged.
