Can this still be upgraded to run window 7? hard drive be upgraded? upgrade 1.6GHz?

You can get it to run whatever version of Windows 7 you want but I would recommend changing the 1gb ram stick to a 2gb and swap the HDD for an SSD.

Overall though I would not even bother, the AOD250 is relatively old and slow (1.6Ghz CPU is not upgradable)
