Can I rebuild PQSERVICE?

I was recently given an Aspire 4520 with serious HD issues. I installed an SSD and I can boot, but the OS I have on it is not licensed. Since the laptop came with a license for Vista Home Premium, I'd like to be able to reinstall that. 

 

My problem is that the previous hard drive was damaged. I can see and copy the PQSERVICE partition to the new SSD but I cannot boot from it. ACER doesn't have replacement media for this unit any longer (in laptop years, this thing is almost an antique).

 

Is there some setting or trick to get the machine to boot from PQSERVICE? Is my copy damaged? How can I get a legit OS on the machine without shelling out major cash?
