Aspire E 15 Touchscreen?

I just bought an Acer Aspire E 15 from Walmart. 

 

So far it's wonderful, but it was advertised in store as a touchscreen. I was testing it out and everything. 

 

I was just wondering how to turn on the touchscreen? I've searched everywhere, but I can't figure out how to.

    To enable touchscreen functionality on your computer, the following steps can be useful:
    Note: The steps mentioned below are for Windows 7 but they might also work for Windows 8.1
    1. Click Start and go to Control Panel
    2. In Control Panel, navigate to "Pen and Touch" and click on it.
    3. In the "Pen and Touch Settings" window that comes up, click on "Touch" tab.
    4. Tick the checkbox besides "Use your finger as an input device".
    5. Click "Apply" and click "OK".

    I have an Acer Aspire E 15 with Windows 10. The tablet option does not work when I turn it on. I tried to look for the "Pen and Touch" option mentioned above. But it seems that the option is not available. Is there any way I can get it to work. Or is it that it will not work with Windows 10.
