My client's videos keep buffering.

It happens on all web browsers (Firefox,IE,Chrome).

I have tried:

Updating the video card drivers (it is a AMD Radeon HD 8210) and Flash, neither of which make a difference.

The laptop is Windows 8.1 64bit.

What else can I try?

Buffering is usually related to how fast it can download.Try a hardwire from the router and see how it does.

I will ask my client to try that and let you know.

    That didn't make a difference!

It sounds to me that your connection is either too slow or there are too many concurrent users downloading.
You could run a speed test to see whether or not you are receiving the throughput you expect.

The spped is 11Mbps so thats not bad for this area.

I would say 11mbs 802.11b is far too slow for streamed video. You will, no doubt, not actually receive that throughput anyway due to interference etc (probably only about 6mbs). It's just too slow I'm afraid.

They're just Youtube videos. I get about 10Mbps, and mine is fine.

My guess is it's borderline. Probably your client is experiencing more interference than yourself. You could suggest that they reposition their equipment in the hope that it will improve reception/reduce interference.
