Aspire E15 model ES-532-P4YC, USB device not recognized due to a malfunction

The laptop has a Intel Pentium Quadcore N3700 and Windows 10. Beginning recently, it has occasionally refused to recognize my wife's Kobo reader and my wife has had to switch to a different USB port. It also occasionally gave a "USB device not recognized" message when plugging in the new Seagate Slim external hard drive (Which had been working fine for several months now). It now completely refuses to recognize the Hard Drive when using 2 of the 3 USB ports, giving a message stating the "device has malfunctioned). Other USB devices seem to work fine (MP3 player, Flash Drive, Canon camera) and, as mentioned, the drive works in the 3rd USB port. I've plugged the drive into my Dell desktop with Windows 7 and there were no problems. As mentioned, this problem did not just suddenly occur but has been "building up" so to speak. Anyone have an idea what's going on, please.
