How do I access the green characters on my Acer ES1-521 keyboard??

I've read through the manual and there is no reference to the green characters on the keyboard, only the blue Fn characters.  I've tried every combination of Shift, Ctrl, Fn and Alt that I can think of to access these characters with no result.  HELP!!

    Go to Control panel/ Region and change it to French and you will probably be able to access those keys.

    You probably have it set to English. It's bilingual.

    I've done that and while I was able to type some french accents which didn't even show on the keys, it still didn't permit me to type the green characters on the keys.  Like the bBritish pound, the 1/4 and 1/2 symbols.  There are some keys that have blue characters which are accessed while pressing the Fn key with the respective key, but no matter if I'm in the English or French keyboard, and no matter what combination of Alt Ctrl  Shift or Fn keys I press, none of the green characters are accessible.
