To locate the files, you can do a search from within Windows Explorer.
You can sort by date to see the latest files.

I've opened IE (not my defaualt browser) but can't see what to do next. Please tell me what steps to take.

The reference is to Windows Explorer, not Internet Explorer.
If you don't have a short cut, click the start button and type 'windows explorer' in the search box.

The short cut which appeared in my menu after I typed Windows Explorer leads to a Libraries window opening but none of the files include the photos I saw on my monitor.

You can search for your pictures from this window.
Try clicking on your user name in the left hand section and then perform a search for '*.jpg' for example.
It may be that the pictures are not yet on your computer. They may have been displayed directly from your memory card or when plugging in your camera. Connect the card or camera again and see if it appears in the left hand pane of Windows Explorer.
Alternatively, check the Samsung web site - they may provide software to automatically download your images when your camera is plugged in.

The left hand panel of Windows Explorer has Downloads, Desktop, Recent Places; Libraries - Documents, Music, Pictures, Videos. None of these have my recent photos.
I've attempted download them again but my they still don't appear. I had no problem downloading from my Samsung S630 before. The manual http://downloadcenter.samsung.com/content/UM/20080

If you continue to experience problems, try configuring 'Autoplay' to automate the process.
Click 'Start' and select 'Control Panel'.
Click 'AutoPlay'.
Under 'Devices', you should see your camera listed. Select the desired setting from the drop down list.
(You may also wish to experiment with the 'Pictures' drop down under 'Media'.)
