If the system is booting to any screen, the power supply is still operating.
What steps did you do when you did the Windows 8.1 update?
What was changed on the system?
Have you attempted to recover the system to factory defaults?
Will it boot to another device, optical or USB?

Regular update Cpanel/ Windows Update ...
Is not booting from any device and i cannot acces the bios to change something ...I unpluged the HDD /ROM and i was able to acces teh Bios and i changed the boot order 1st USB, 2nd DVD ROM, 3rd HDD but nothing ... at that green acer logo is freezing and if i press dell or f12 is showing Please wait .... and that`s it.
Without HDD and ROM pluged i can acces the bios, if i plug only the HDD is freezing at that logo, the same if i plug only the DVD Rom ... I tried with a new blank SSD drive and the same problem ![]()

That sounds like there might be a mainboard or controller issue, as it is doing the same thing while attempting to access any drive.
I would suggest contacting technical support in your region for further assistance with this issue.
