You're going to have to provide more detail on what you are attempting, and what is displayed on screen.

Note inquiry format limits number of characters...had much more info in first attempt.
Trying to run program SPINRITE which evaluates hard drives which connot be acessed--one of my external drives cannot be read, "needs to be formated." May have been damaged with a surge from power outages. Trying to access drive to see if anything can be recovered. Download the program file and are required install it on a 'floppy" not the computers hard drive. You then turn off computer and reboot with the SPINRITE disk in floppy and computer is supposed to boot from the floppy and the program run using floppy and computer RAM. Will not. Assume that BOIS is configured to only boot from the computers hard drive. PROBLEM: When restarting computer (with or without the floppy) during the initial Black Screen, user is given given a choice (instruction) to go to SETUP by hitting DEL key or BIOS using F12. Does not go to either DOS location.

SETUP is BIOS. F12 is to open the select boot menu. Del to enter BIOS.
We have no support for "SPINRITE".
I would suggest to attempt to get into BIOS and reset defaults, making sure the HDD is being seen by BIOS.
If the drive is not being seen, it would be a hardware problem that should be taken care of by service.
