My Acer X1920 started turning itself off after I did a factory restore with files saved, so I re did the factory reset and am now in a loop of Cannot Continue with the installation on this computer the system will now restart.

I can get into Edit Boot Options and it has 

Path: \Windows\system32\winload.exe

Partition: 3

Hard Disk: 38249CC9

[ /NOEXECUTE=OPTIN ]  

I have put in OPTOUT and it hasn't worked, I can not run my CD or my USB Port to sort this out.

It sounds like it is a hardware problem.

Why can't you run the CD or USB?

Are you trying to use recovery software on the CD or USB?

Does the BIOS see your CD and USB drives?

I can't get into anything other than edit boot options part and that is it, no drives, not system not even the recovery management screen.
