Yes, the Chromebooks ship with ChromeOS.

I tried creating the USB recovery drive, but my Model name wasn't on the list so no go. What else can I try? Thanks.

I had to first format my USB stick as FAT32 in Win 7 CMD. The USB stick had been really poorly repartitioned by the previous app, and I also had to first manually remove partitions, some accessible from linux, some from Windows. If you have a new USB stick, just the FAT32 formatting should be enough.
After that, the instructions for download and burning under Windows seemed to work fine. I didn't try it on the C720 Chromebook.
The utility that asks for the model number is somewhat picky. Make sure you get the model number from the bottom of the unit, and when you see it pop up in the dropdown, select it there - do not continue typing the number into the box.
