I have just updated my V5-171 laptop to Windows 8.1.
The keyboard and mouse are not working, I have errors in device manager:
Under properties "Windows cannot start hardware becuase its configuration information (in the registry) is incomplete or damaged (Code 19)
Mouse:
This device cannot start (code 10)
Insufficient system resources exist to complete the API.
I have downloaded all the latest driver from Acer wisite for Windows 8.1
I have also unistalled and reinstalled both with no effect.
Any suggestions on how to solve, I see this is not an uncommom problem with a number of laptops (not just acer)

The problem, Pouch, is that when you upgraded to 8.1. you deleted all your drivers and are now using generic drivers.
You made the right move downloading the drivers that you could. I also recommend downloading the free driver searcher from IObit.com. It found seven drivers for one of my computers and nothing on a second computer. But yesterday I ran it again and it found two.
You can try an external keyboard, and also try attaching your mouse at different ports. Over time, upgrades and new drivers should improve your situation.
