The monitor briefly goes to the flash "Acer" then back to normal. LCD Monitor Model # AL1816W A

Well if the power is going out on it it could be a Mainboard and if that is the issue then it maybe something you need to call into support with.

But if it's out of warranty do I need a new monitor?

possibly. The best thing to do is try a power reset on the unit by removing the power cable then holding the power button down for around 30 seconds. if issue remains you may need a new one.
