How do I disable the touchpad in a Travelmate P643?

You can toggle your touchpad on and off with <Fn> + <F7>.

Awesome, thanks.  Do you also happen to know how I can just reduce the sensitivity of it?

My machine uses the ElanTech touchpad where as yours uses the Synaptics.
However, I suspect they will be similar.
Check if you have a hidden icon somewhere on the Windows bottom bar.
You may well also have a start bar shortcut.
Alternatively, check your mouse properties for an additional tab specifically for the touchpad.
