I have not tried this but the solution appears to be to edit the registry key:
\HKEY_USERS\.DEFAULT\Control Panel\Keyboard\InitialKeyboardIndicators
You may need to change other instances of 'InitialKeyboardIndicators' too.
These are the key values:
0 - Turn all indicators Off (NumLock, CapsLock, ScrollLock)
1 - Turn CapsLock On
2 - Turn NumLock On
3 - Turn CapsLock and NumLock On
4 - Turn ScrollLock On
5 - Turn CapsLock and ScrollLock On
6 - Turn NumLock and ScrollLock On
7 - Turn all indicators On (NumLock, CapsLock, ScrollLock)
You will need to edit the registry as administrator. So, from start button, enter 'regedit' in search field. 'regedit.exe' should appear in the list. Right click it and select 'Run as administrator'.
Note that if your machine has a NumLock LED, it may not be lit even though it is set to on.
Be careful! If you are not familiar with editing the registry, be aware that a mistake could be catastrophic! The choice rests with you.

Thanks for the reponse nut as the learning curve of Windows 8 grew steeper i actually managed to figure it out myself!
Amazing that you need an APP to configure your hardware environment but Acer explorer provide me with the tools. HOWEVER I am not pleased that my BRAND NEW notebook has a video card fault and requires a CRT screen to use it!
