has win7 starter 32 bit,one g memory,can we upgrade to win7 home prem 64bit and 2 gb memory

It is possible yes.

 

I believe the maximum RAM for the D270 series is 2 GB, SDRAM, DDR3-1066 / PC3-8500.

I now have 4GB of memory, but this required some modifications to Windows 7 Starter.
