Windows Boot Manager comes up and says that Windows encountered a problem and wont let me start up, do I have to restore?? HELP!

We might be able to be a bit more precise if we knew the unit and/or the OS loaded on it. It is possible to try and run a Windows restore depending on when and where you're getting this error in the process. The mostly likely case is that yes, you would need to do a restore of the Operating System.
