When I open task manager in Windows 8 the CPU utilization is 99% and after one second it goes back to normal usually at 3-5%. Is task manager the problem has some bugs or something else.

You might want to ask this in the MS posts, but I would think that it takes a second or 2 for the program to initialize and is using that cpu memory, just like when you open up a program, it uses resources to do that task.
