I have an Aspire 3650 laptop running XP and i would like to upgrade the OS to Windows 7 or 8.  This is a 32bit machine.  can this be done ?

Unfortunately there are no Win7/8 drivers available for your model. While this doesn't rule out the possibility of upgrading, it is far from a simple task as you would need to modify or even rewrite the XP driver installers to be compatible with 7/8. Even then there is no guarantee that the drivers would work.
