My acer aspire one does not boot up

Hi.  I'm looking for assistance to re-boot/start my acer aspire one.  It displays the black screen with the acer logo and the options for <f2> pt <f12>, but does not allow me use these functions.  Its stuck/frozen on this screen.  I have taken it completely apart.  Taken out the battery.  Re-started holding down the F12 button and the F2  button repeatedly without any progress.  Any suggestions?

    Hi,

     

    Please try the below steps.

     

    1) Remove the power adaptor and Battery.

    2) Press and keep hoalding the power button at least 40 seconds.

    3) Connect the power adaptor without fixing battery.

    4) Power on the laptop .

     

    Kindly let me know about the feedback. Wil go for another solution if not sucess.

    Is this after a Windows 8.1 upgrade? If so, it is Microsoft's fault but Acer should provide a solution anyway or try to....

    May I know the exact model details of the laptop. Did you do the bios update ?

    Acer aspire one.  2009?  SNID 94328616016.  10.1inch LED.  Windows XP.  No built in CD/DVD.  No on the bios update.

    Unplugging the power, removing the battery & following the restart instructions did not work. I've spent hours repeatedly trying this.
    Do you have any more suggestions?
