How to fix web camera on Acer 1410?

I try to video call on skype and it gives me this message "Can't start video. Try closing other programs that might be using your webcam." I have searched all possible options and can't find another program that is using the webcam...

What is this and how can I fix it?

Is the webcam seen in Device Manager?

Can you open another application and use the webcam?

no it is still not fixed... it is not working in another application and nobody knows how to fix it. Any ideas?
