According to that page, your sister should have built-in wireless, but that all depends on her model. It could be that she hasn't attached the antenna to the port yet, or she got unlucky with an Ethernet model... 
Either way, a good first step would be to ask her if her Acer PC came with an antenna, and if so, ask her to attach it to the appropriate port in the back of the PC.
