Welcome aboard, Edmond. Dealing with your BIOS is a complicated procedure that many people regret doing. May I ask what you are trying to change?

This seems to be a problem that's turning out to be fairly common. I would suggest that you try holding down the power button to force power off the machine, turn it back on and start tapping on the F2 button WELL before you see the Acer logo. By that time the system is already searching for boot data.
You can also restart your computer from the login screen using the power options button and hitting restart. Hold SHIFT while selecting restart all the way up to the point where you see a blue screen. You can also access this menu by going to the settings menu, clicking on general and clicking "Restart Now" under "Advanced Startup".
From here you can select troubleshooting, then advanced options and finally select UEFI Options (it may be different, but it does mention UEFI). From here click restart now.
This will load you directly where you're looking to be.

I think you're right ScottyC, we see a lot of issues around the fact that Windows 8 doesn't actually shutdown when you tell it to. If you don't hold shift during the normal shutdown sequence, it's just going into a deep sleep, it's one of the ways it's able to wake up so quickly.

And did it work?
Hold the power button until the computer shuts off, then turn the computer back on and IMMEDIATELY start tapping on F2. This will get you into the BIOS every time if you do it correctly. Don't wait for the Acer screen, don't wait for any noises, just start tapping.

Absolutely Acer Philippines can repair your unit. Even if you aren't covered under warranty you can still pay the out of warranty fee and they'll repair it no issue.
