When booting up, the Aspire One gets to the "Setup is starting services" and then the error box pops up stating "Windows could not finish configuring the system. To attempt to resume configuration, restart the computer." and the system reboots. 

After restarting, the system goes into the loop again. The same symptoms when attempting to start in Safe Mode or any other diagnostic mode.
