Windows failed to start. (I have windows 7 starter) A recent hardware or software change might be the cause. To fix the problem:
1. Insert your Windows installation disc and restart your computer. My laptop came with windows, so i didn't get a disc, but my laptop don't have a disc holder so I don't understand?
2. Choose your language settings, and then click 'Next'.
3.Click "repair your computer."
If you do not have this disc, contact your system administrator or computer manufacturer for assitance.
Status: 0xc000000f
Info: WIndows failed to load because the NLS (????) data is missing, or corrupt.
What do I do?? Please help, thank your for your time.

Well could be an issue with the OS so if you do not have the recovery disk for the unit you could always contact acer to get a set. Other side it could be an issue with the HDD, Hope this helps i will also add the link below for the acer store.

You can look through these articles on reloading the system, with respect to not having to use recovery media.
