How would I aquire recovery media for my laptop no back up media available and pc in an inaccessable state?

You can order recovery media at https://store.acer.com/. If that site says there is no recovery media available, then Acer is no longer able to provide media for this system. If this is the case, you would need to install any licensed copy of windows, and load your drivers from http://support.acer.com.
