I have just bought a predator orion 3000 coiple weeks ago, with an i7-9700, gtx 2060 and was baffled that i cant control my cpu fan speed. My cpu runs in the 70-80 degrees celcius range when gaming, will these temps ruin the longevity of the cpu? Lastly would installing a new cpu heatsink and fan improve the temps?

No, that is pretty much the temperatures that are expected. When you start seeing over the 95C range you can begin to worry, though it'll shut down for you if it exceeds 100C (or maybe 105C?). The processor is designed to pull it's best performance in the range you are running, and the BIOS controls the fan speed to hold it near there under load.
