Are my heatsinks not working on PH315-51?

So i've been trying to figure out some issues regarding why my idle CPU temps are always at 60-70 degrees and why i am not able to achieve lower temperatures after undervolting with ThrottleStop. My CPU temps under heavy load always stay at 95+ degrees and no amount of fiddling with TS or elevating the back of my notebook for better airflow seem to be working. Any game i play, be it from 2006 or 2019 are lagging when my charger is plugged in but it gets 'somewhat' fixed when am playing on battery. These lag spikes come and go every 10-15 secs and stay for 10 secs during which my FPS drops to below 10. From what i've been led to believe through the posts in this forum is that the lags are because of thermal throttling and the only way to fix that is to undervolt. I've already tried to apply different TS ready files associated with my CPU model from trusted sources but those aren't doing anything for my cpu temp. All i get is a blue screen of death after playing for 10 mins and then i spend more time fixing the voltages which ultimately leads to nothing. Now i am no expert in these things and barely manage to follow up on the suggestions of the people but till now i have succeeded in applying all these fixes that have been suggested to me but to no avail. The only thing that i have yet to do is apply a new thermal paste and revert my gpu drivers to a more stable version(which i am scared to do since i have 0 experience and time on how to follow up on it if things go south). 
I've noticed that this notebook has a lot of heatsink like openings at the back. Am not sure if all of those are supposed to work in unison to pump out the hot air but so far from what i've seen only one of these seems to be working: My fans seem to working just fine as per predator sense:I am not sure if its supposed to be working this way and i am sorry in advance if that's the case but better safe than sorry. Thing is i am too tired of looking for possible fixes for everything. Even windows 10 is showing some problems but that's for another month.
P.S- i had to fix predator sense because it wasn't opening as well when i decided to post this.

    PriyamMitra Thermal throttling only happens if your temps reach near 90's and over 85 or less you wont have any throttling what are your exact specs are you running the games form the ssd or normal hdd and also probably your windows might be bugged you might have to go for a clean install to solve your issues if you havent disabled the updates and you are on the latest also you mentioned in applying thermal paste and clean the fans thats exactly what i would do but unfortunately if youre still on warranty you cant do it yourself i can see you have a warranty seal in the screw by the hdd if you tamper with in in any way you will void your warranty on the other hand if you dont have warranty you can do whatever you want to.

    when i am gaming my temperatures reach 95 degrees+. That's what i am having issues with. No amount of changing values on TS seem to be doing the trick. I have already tried to apply the TS ready profile from the post that you are redirecting me to but even that is not working. If it helped by even 5 degrees that would've been something but nothing is happening. My specs are:
    Processor: Intel core i5-8300H CPU @ 2.30GHz(8 CPUs)
    Memory: 16384MB Ram
    Operating System: Windows 10 Home Single Language 64-bit(10.0, Build 17763)
    GPU: Nvidia Geforce GTX 1060(6 GB)
    Monitor refresh rate: 144Hz
    My C drive is SSD but i don't store anything other than installed softwares in there. I have the D drive as HDD for entertainment purposes such as games and movies.
    I have also noticed that all my games are lagging. Even an RPG game i play from the year 2008 called World of Warcraft: Wrath of the Lich King lags. I would say at this point that my potato computer without a gpu was running this game way better around that time.

    I would also like to know if only that particular heatsink is supposed to be pumping out the air. If so then what are the rest of the vents surrounding that area for? Also i noticed 4 more of those vents in the front and back of the laptop:


    Are these just for show or do they actually do something?

    PriyamMitra the 2017/18 H300 only have fans on one side sharing the same cpu/gpu heatpipes only the 2019 have separated heatpipes on each side and if you are going up to 90's cleaning the fans and repasting with kryonaut or similar its the only solution here also make sure you have your laptop elevated for a better airflow and all those vents are fake its just for design nothing else the only working one that u have its where the airflow vent is also bare in mind some games (not many) require to be in the ssd in order to be playable from the 120/30 games i have installed so far only had to move 2 into the ssd all the other ones are running from my external 2.5" 5tb hdd
